Police Arrest Twin Brothers for Alleged Illegal Adult Video Production and Distribution

Tokyo, Japan – In August 2023, the Shizuoka Prefectural Police arrested two 41-year-old twin brothers from Otsu City, Shiga Prefecture, on suspicion of violating the “Act on Prevention and Remedy of Damage from Private Sexual Image Records” as well as distributing obscene electromagnetic records. The arrests stem from allegations that the brothers produced and sold adult videos (AV) featuring over 150 women between November 2022 and May 2023.

According to the police, the brothers failed to provide the legally required documentation and explanations to the women involved, who ranged in age from 19 to 36. The videos, which were allegedly sold online, generated approximately 300 million yen in revenue. The younger brother is believed to have handled recruitment, contracts, filming, editing, and online distribution, while the older brother assisted with filming and also appeared as an actor in the videos.

The women, reportedly including students and company employees from various parts of Japan, were recruited through social media platforms such as Instagram and TikTok. They were lured with promises of high pay for “one-day modeling” jobs, receiving between 100,000 to 200,000 yen each for their participation. The brothers allegedly filmed all content on the same day they met the women, often transporting them to secluded locations without prior disclosure of the nature of the work. In some instances, the women were pressured into performing on camera without proper consent, including being filmed without facial concealment and without the use of contraceptives.

The investigation began in February 2023 following a complaint from a woman who reported that her appearance in an AV had been exposed without her full consent. This led authorities to seize thousands of video files, including unreleased material, as part of their ongoing probe.

The “Act on Prevention and Remedy of Damage from Private Sexual Image Records,” enacted in 2014, aims to protect individuals from the non-consensual distribution of private sexual images and holds those responsible accountable for such acts. This case highlights ongoing challenges in regulating online content and ensuring the safety and consent of individuals in the adult entertainment industry.

Authorities continue to investigate the full extent of the brothers’ activities and their impact on the women involved. No additional details have been released as the case remains under review.
